With the help of arthurdent11389, General Smith's final tweet has been decoded.
By taking the first capitalised letters of each of his tweets in chronological order, we got a key phrase to use as a one time pad (like vigenere but without repetition) - GAWNOTATAWTTOWMWTWFN. This decoded to "tfd135hqatoutlookdotcom", or tfd135hq@outlook.com
After sending an email to this address, I received word back from the General at 19:57

I am glad that you were able to find me. Unfortunately you had to find me during such troubling times. My absence was abrupt, but necessary.
Ever since our intelligence community was informed that a signal matching the signature of the signal we received back in 2007 was intercepted I have had a really difficult decision to make: stand by and let my country be invaded because politicians don't have the balls to act when they are faced with tough decisions, or figure out how to stop these things once and for all BEFORE they set foot on Earth.
I guess you can figure out which road I have decided to take.
It is essential that I travel this path, just as it is important for TFD 135 to continue to perform its duties. If I fail at my mission then I am afraid that Earth will be doomed. It will be the efforts of your unit that will dictate weather or not Earth and it's inhabitants are able to weather the coming storm.
